Tracy Leonard
Director of Operations
With Credo Since: 2019

From 2009 to 2019, Tracy was an employee of the Fort Drum Regional Health Planning Organization (FDRHPO). There she managed multiple roles which exposed her to all facets of regional health planning including serving as Program Manager for Recruitment, Behavioral Health, Rural Health and Care Coordination. She also was the Network Director of the North Country Healthcare Providers. As of late January 2015, she was appointed as the Deputy Director of the FDRHPO. Tracy’s role as Deputy Director was to advance the organization’s mission to strengthen the system for health for the integrated Fort Drum and civilian community by analyzing the region, identifying needs, and leveraging resources to fill gaps through innovation and collaboration. In addition to serving as Deputy, she oversaw staff and program initiatives under Rural Health/Behavioral Health, Population Health, and Workforce. Within these roles, she advocated for policy change at the state and federal level; developed, submitted, and implemented grant programs; served as a neutral convener for partners across three counties; collaborated with the Department of Defense; supervised staff; facilitated region-wide committee meetings; managed budgets; and identified opportunities for the sustainability of programs.
